ThaiLLM Policy Framework

Overview

This is a working policy framework — circulated in draft form among ministry staff, civil society, and a small group of LLM researchers — that argues for treating Thai-language foundation models as public infrastructure.

Core proposals

1. Open data trust for high-quality Thai text corpora
2. Independent evaluation body with statutory authority to audit safety, bias, and factuality
3. Subsidized compute access for non-commercial research and small builders
4. Procurement preference for models that meet open audit requirements
